The option for users to delete without admin review is not consistent with an archive. In cases like those you mentioned, all you have to do is fill out an error report and it will be taken care of by an administrator. So you do have "an option." The reason for the administrative intervention is to insure that we have at least one copy, even if it's not great. When another, better copy, becomes available, you just request (via an error report) that the inferior one be removed. It's always been that way.

Again, I reiterate Brad's sentiments that you had every right to be alarmed when your transfer, which was fine and dandy, was replaced with an alternate one without consultation.
